EXW vs FOB for China sourcing
EXW and FOB are trade terms that help parties describe responsibility for tasks, costs, and risk in a sale of goods. They are not shorthand for a complete shipping plan, so buyers need to connect the named place or port, the agreed version of the rule, and the actual handover process to their product and shipment.
The direct answer: EXW and FOB move the handover conversation to different points.
Incoterms® rules are internationally recognized trade terms that allocate tasks, costs, and risks between buyer and seller. EXW is a rule for any mode or modes of transport and focuses on goods being made available at a named place. FOB is one of the rules used for sea and inland waterway transport and centres the named port of loading. The appropriate term depends on the actual transaction—not on a generic preference.
For a buyer, the practical question is: who is responsible for which task before the goods reach the named handover point, and have the product, documents, freight arrangement, export process, timing, and exclusions been made clear in writing?

Start at the named place
Under EXW, the named place is central to the handover. Buyers should ask what has been made available, where, how collection will happen, who is arranging the onward movement, and which tasks or costs are not included. The named location and contract wording matter.
FOB · FREE ON BOARD
Start at the named port of loading
FOB is a sea or inland waterway rule. Buyers should identify the named port, the vessel-loading handover point, who coordinates the relevant pre-loading tasks, and how the supplier, freight provider, and buyer will exchange instructions and documents.

Five handover questions to ask before treating a quotation as comparable.
- Which version and which exact named place or port? Record the rule, version, and named location—not only the three letters.
- What is the product and packaging handover state? Confirm product version, quantity, packaging condition, labels, readiness, and any quality reference.
- Who is arranging each operational task? Ask about collection, loading, carriage, documentation, export and import formalities, insurance, and coordination boundaries.
- Which cost or responsibility is excluded? A quotation can appear comparable while having a different handover point or exclusions.
- What needs to be confirmed with the freight and professional advisers? Clarify the working plan with the relevant freight provider and obtain appropriate advice for legal, customs, tax, insurance, and contractual questions.

Do Incoterms determine the product price, payment timing, or ownership transfer?
No. Incoterms allocate particular tasks, costs, and risk points, but they do not by themselves settle every term of the sale. The product, price, payment method or timing, ownership, contract obligations, and dispute arrangements need their own clear treatment.
Does “FOB” automatically mean the shipment plan is complete?
No. The named port, product readiness, booking and handover instructions, documentation, communication path, and the actual service scope still need to be understood. Do not rely on a generic label without confirming the operational plan.
